In 2006, Victoria Granucci made a purchase: a piece of land in the Black point area that would turn into a decade-long ordeal for her to sort out.
The property was unfit for sewage treatment and required separate plumbing arrangements. The previous owners, Lucy, and Emery Mitchell had acquired the necessary permit a year earlier from the adjacent Novato County.
They meant to build the sewage facility under the Stone Tree Golf Course.
Victoria Granucci’s vision for a single-story home was put on hold when Novato County contested her proposal for sewage crossover.
City officials and various environmental groups invoked the ‘Urban Growth Boundary Ordinance’ passed in 1997, making it illegal to extend the city’s water and sewage lines.
The city has admitted that the initial permit was made in error, thus absolving Victoria Granucci of the violation, but not the uncertainty burden. While Granucci has applied for separate validation on multiple occasions, no decisions have been made.
“This has been hanging over my head and has been very stressful for me to have to deal with this. And the longer it lasts, the more stressful it becomes. What started to be just a simple process turned out to be an over 10-year project, said Granucci.”
Although the Novato Planning Commission may be willing to provide an exception for this case, multiple groups are concerned that it would open a gateway for numerous other projects.
